Matthew is an experienced transportation professional, licensed as both a Civil Engineer and Traffic Engineer, with over 29 years of consulting experience. He possesses a unique combination of educational, professional, and legal expertise. This provides a foundation for the effective oversight of his projects in which he serves as a technical expert in legal matters involving vehicular, transit, bicycle, and pedestrian safety issues.
After thoroughly completing technical evaluations of freeways, interchanges, local roadways, bikeways, and parking lots, Matthew clearly conveys his findings. His analyses include whether or not these transportation infrastructure elements have been reasonably and appropriately designed and operated.
In addition to qualifying and testifying at trial as a highway design and traffic engineering expert in courts within California, he has provided deposition testimony and written declarations in support of clients’ motions before the court.
Emphasizing the use of courtroom exhibits to clearly show engineering concepts, findings, and data in an effective visual manner, Matthew focuses on educating attorneys, the jury, and the judge in basic transportation engineering concepts. This in turn enables them to effectively evaluate, execute, and decide the cases.
Matthew does not simply apply his knowledge to evaluating problems; he believes in preventing future ones by acting as consultant. He executes and guides transportation engineering projects in accordance with client needs, engineering standards, and industry best practices. He has also led efforts to improve safety on transportation facilities for drivers, bicyclists, and pedestrians. His wide range of projects have included Bikeway Master Plans, Traffic Signal Design, Environmental Impact Reports, and many others.
